Abstract: | NGOs play an increasingly important role in humanitarian work, and the impact of their activities is often non-neutral in relation to the conflicts which underlie crises. This was the case in the Rwanda crisis, during which some NGOs lent support to the forces of the genocidal Rwandan regime through their choice of where to work; the type and organization of support offered; and some of the public statements made by NGO representatives. This article documents how this process occurred. It concludes with recommendations for avoiding such problems in the future and presents a list of questions which might usefully be asked before any intervention is launched, notably: Where should the intervention be made? What type of support should be offered? What is the impact of public statements by NGO representatives? Should the NGO intervene at all? Bibliogr., notes, ref., sum. |
