Abstract: | This annotated bibliography covers English-language literature from 1983 to 1995 that deals directly with issues related to the African Charter on Human and Peoples' Rights (Banjul Charter) and the African Commission established under the Charter. It is divided into two sections. Section one deals with primary literature published by the Commission itself concerning its work, the main source being the annual activity reports. The second part is divided into two subsections: general and procedures. In the general section the literature deals with the historical background to the system, analysis or commentary on the Charter and the Commission. The literature in the section on procedures deals mainly with communication and state reports. The bibliography proper is preceded by an introductory overview of the various issues covered in the literature and focuses especially on the African system of protection and promotion of human rights. The central theme of the literature is the argument that the system is based on a weak Charter, which gives little authority to the enforcement machinery - the Commission - and bestows considerable power on the Assembly of Heads of State and Government, an organ of the OAU.
