Abstract:The twelve sociographic field studies brought together in this collective volume describe sixteen cases of policy formulation and implementation in eight different countries and reflect contemporary practice in the field of development cooperation and natural resource management in Africa. Ideologically, the top-down approach has been rejected in favour of the participatory approach. In reality, however, the top-down approach still apears to be practised in many cases. The participatory approach, although more successful than the top-down model, is still no guarantee for success. A new approach emerging in several African countries with democratization and decentralization is negotiation for co-management between the State and private stakeholder groups. While experiments with this approach seem rather promising, it seems applicable under certain conditions only. The volume is the result of a conference on 'The implementation of environmental policies in Africa', held at the Vrije Universiteit Amsterdam on April 17 and 18, 1997. It contains an introduction and a conclusion by Hans van den Breemer and Bernhard Venema. The studies are arranged in four sections: the top-down approach (examples from Senegal, Niger, Burkina Faso, Mali, and Zambia); the participatory approach (Mali, Senegal, Zimbabwe); comparison of top-down and participatory approaches (Kenya, Tanzania, Zimbabwe); and the contractual approach (Mali, Zambia).
