Abstract: | In Malawi, the two years between the bishops' pastoral letter of 8 March 1992 and the general elections held on 17 May 1994 virtually transformed the entire political landscape. Institutions that aim at consolidating democracy now abound, a free press has emerged, economic liberalization has managed to curtail State monopoly. These are all encouraging signs that a democratic culture is taking root. However, there are also a number of disturbing trends, such as the violence which has become typical of by-elections, the lack of tolerance of opposing views as evidenced by the parliamentary walkout of Alliance for Democracy (Aford) and Malawi Congress Party (MCP) Members of Parliament since July 1996, the fragility of the press and of civil society riddled with partisan interests and lacking reliable local funding, and crime. Challenges which need to be met to further consolidate democracy include managing ethnic conflict, strengthening the institution of parliament, and continued civic education. Notes, ref., sum.
