Abstract:After having examined the effect of total sanctions on the Rhodesian economy, the author arrives at the conclusion that strict enforcement, with South African total sanctions against Rhodesia, turning the country into a closed economy, would not ensure economic collapse if the Rhodesian regime followed appropriate policies. Therefore white Rhodesians have little to fear from sanctions. The economic gains from a settlement are unlikely to be large. It is factors like these which in part explain Mr Smith's reluctance to accept even so illiberal a Constitution as the Fearless one; but probably more important is the regime's awareness that there is little prospect of the majority of the people of Rhodesia endorsing a constitution which indefinitely denies them the vote.
