Abstract: | The World Bank's 1981 report, 'Accelerated Development in Sub-Saharan. Africa: An Agenda for Action', is widely viewed as a call for policy reform by African governments. This paper assesses the relative magnitude of the benefits likely to flow from policy reform specifically in agriculture. While the author agrees with the bank report's message that policy reform is needed if African agriculture is to develop more rapidly, he disagrees with the magnitude of benefits the report implies will flow from policy reform, as well as with the emphasis on policy reform over agricultural research, education, and extension.
