Abstract:The 1960 World Bank's Economic Survey Mission (leader Prof. E.S. Mason-Harvard) confined its attention to capital expenditure, (and such additional recurrent expenditure as had 'developmentall' significance), by the Central Government, the para-statal authorities and Local Governments. The Report was published in 1961, its recommendations accepted in 1962 as the basis for a five year Development Programme. Part of the Report deals with the specific analysis of, and prescription of solutions for, the problems of agricultural development. This paper is concerned with the size of the public investment programme and its allocation between the various sectors of the economy and considers in greater detail some of the proposals affecting the supply of resources to agricultural production.
