Abstract: | Nigeria's development planning experience is appraised against the background of the administrative framework within which the plans have been made and executed. In addition, the prospects and proposals for effective development planning in the 1980s are discussed. The paper is divided into three sections. Section one traces the history of development planning from the colonial administration to the Third National Development Plan 1975-1980. Section two makes a critical appraisal of the planning machinery for the conception and implementation of the development plans. Section three discusses the prospects for effective development planning and execution in the 1980s particularly under the presidential system of government and offers proposals for effective planning machinery in the country.
