Abstract:The paper discusses the existing criteria for road transport planning and development priorities in Nigeria and some of the major deficiencies of the present system. These include inadequate local participation and lack of data and research inputs for road transport planning processes, inadequate concern for traffic control, management and education, and lack of co-ordination among agencies respons ible for highway development. Suggested solutions are the establishment of a) National and State Highway Authorities which can effectively incorporate local participation with co-ordination of the functions of relevant agencies, and b) a National Transport Research Ins titute to conduct research and experimentation on transport planning techniques with a view to finding solutions to the transport problems of the country in general and the road transport problems in particular.
