Abstract: | Although the permanent Commission of Enquiry, later known as the Tanzanian Ombudsman, and the introduction of a one-party system by Tanzania's Interim Constitution of 1965, were clearly related developments, there were doubts whether the 0mbudsman office would be a viabl contribution in the African context. This is examined here by discussing the powers and procedures of the PCE in order to gauge its range of possible activities; by relating the PCE to the political system which it serves, with discussion of the system's two main characteristics: the single party the executive president; and by assessing the contribution of the PCE to good administration and clean government in the newly independent state bent on rapid and socialist development.
