Abstract:One of the recommendations of the Ndegwa Commission that undertook a detailed study of the whole structure of the public service in Kenya, was the creation of a Kenyan equivalent of the 'Ombudsman' or Parliamentary Commissioner. Nonetheless, nearly two years have elapsed without anything happening. After an examination of the existing institutions against abuse of power, the author comes to the conclusion that they are inadequate and that there is a need to recast these institutions. Besides, they should be supplemented by an 'Ombudsman'. Notes.
