Abstract: | Throughout the Sahel, major transitions in forestry sector institutions and policies are taking shape. what is the nature of the reforms in progress? Can transitional financing needs (to implement reforms) be separated from the long-term needs to expand forestry programmes and outreach? Drawing on the example of Mali, the author identifies specific institutional and policy reforms in three areas: management of the Forestry Fund, the role of the forestry agent, and the pricing of wood fuels. Transitional funding will be required to implement specific activities and only donors are likely to be able to supply the 'peak' financing required. At the same time the overall priorities for transitional funding must be to help create self-sustaining institutional and financial capacity within Mali itself since ultimately only local capacity can exist on a sufficient scale to meet longterm forestry needs.
