| Abstract: | A system of social accounts of an economic union in East Africa to identify the main territorial transactions has sofar not been drawn up because of its difficulties. To the author's opinion however these difficulties rather in defining concepts and methods. There is a necessity to allocate to individual territories the 'invisible' transactions of enterprises and public authorities whose operations extend beyond territorial boundaries. Statisticians have tended to confuse national with domestic income concepts and adopted a method of allocating certain joint services which will lead to considerable difficulties when attempts are made to calculate balance of payments and ne tional incomes on a territorial basis. This article, which should be read in conjunction with the same author's 'The Growth of Money Incomes in East Africa' (East African Economics Review, June 1962) gives an alternative method of calculation.
