| Abstract: | Examination of issues of policy and principle (political, constitutional and economic) arising from the adoption of a federal constitution. The discussion falls into four parts: 1) Some general observations on federal finance in under-developed countries; 2) a brief classification of criteria in revenue allocation; 3) a more detailed account of allocation in one recent experiment, the Federation of Rhodesia and Nyasaland; 4) arising from this, certain conclusions, some of which may have a more general application. |
