Abstract: | The General Secretariat, provided for by the O.A.U. Charter, which would mark the transformation from the pre-1963 system of conferences to the post-Addis Ababa organisation, could not be established immediately. In order to ensure that the apparent success of the Addis Ababa conference did not slip from its grasp, the O.A.U. Charter established a Provisional General Secretariat, to be assisted by a Committee of Experts from Congo-Brazzaville, Ghana, Niger, Nigeria, Uganda, and the United Arab Republic. It served as the administrative wing of the O.A.U. for 15 months, from May 1963 to August 1964.
