Abstract:Focus in this article is on that aspect of the development assistance programmes which aimed at providing, through the scholarship programmes which were organized in the 1960s, highly skilled manpower who would play a role in the modernizing process: African Scholarship Program of American universities (ASPAU) 1961, the African Graduate Fellowship Program (AFGRAD) 1963, the Inter-African Universities Program (INTERAF) 1967, and the Southern African Scholarship Program (SASP) 1961. The author analyses the motives of the United States in creating the scholarship programmes. He analyses the unique historical circumstances leading to the creation of each programme and the accomplishments of each programme. Finally, he discusses the place that these programmes had in the overall ideology of American educational aid. Notes.
