Abstract:In Rhodesia decisions relating to the regulation of conflicting interests are very much complicated by the multiracial and multicultural character of the inhabitants and by the existence of the state of emergency. In this context the author discusses: the implications of the state of emergency; the rational reconciliation of state security and individual freedom in the time of crisis; the legal problems presented by the existence of a diverse range of culture groups in Rhodesia; the approach towards African customary law; provision of legal aid and assistance to the African community; problems facing the African in the legal sphere; racial discrimination; and the question of enforcement of morals by the use of the law.
