Abstract: | Advances and substantiates two arguments: 1. the Bantu labour bureau system and all the regulations and administrative procedures attached thereto are the most important determinants of Bantu labour market conditions in South Africa; 2. this system and specifically the institutional and administrative framework within which the laws of supply and demand are allowed to operate encourage neither employers nor their Bantu employees to help promote the cause of separate development in South Africa. After a brief summary of the way in which the Bantu labour bureau system operates the two arguments are further developed. References, tables, figures. |
