Abstract: | On the one hand, the second Five-Year Plan of Tanzania (1969-1974) is a continuation of the long -term goals as set in the first Plan, while on the other it embodies a number of definite changes, that are result of two facors: the experience gained during the implementation of the previous Plan and the socialist policy, which since 1967 has assumed a more definite character. After analysing some of the causes responsible for the failure to fulfil the main of the First Plan, the author summes up the cardinal features of the socialist policy laid down in the Arusha Declaration. In the new Plan most prominent is the priority given to the development of the rural sector of the economy, that is exposed at lenght. The most important of other sectors are also discussed in the article (education, industry, investments). Bibliography. |
