Abstract:The introduction of the one-party system in 1965 was in part explained as a means of rescuing the National Assembly (Bunge) from decline and decay. So the author clarifies the @current position of the Bunge in the one-party system, mainly by an analysis of the activities of its members during the Second Parliament, 1965-70, summarising the experience of this period, commenting on its working techniques and internal dynaMics. Next he traces the adjustments which have been made to the one-party requirements (Parliamentary style; Policy-making; Party supremacy; Extra-parliamentary functions). Section 3 examines the legal framework within which the members of the Bunge operate (Incompatibility rules; The leadership code; Remuneration; Residence qualifications) and in his conclusions the author discusses whether this is adequately designed to cope with the changing ideas of representation which are emerging in Tanzania.
