Abstract:In consequence of the civil strife in Angola, the South African authorities in South West Africa were involved in the plight of well over 16.000 Angolan refugees. In the absence of treaty and municipal law regulating specific aspects relating to refugees, the S.A. authorities dealt with a local emergency situation pertaining to the Angolan refugees by means of immigration and peace time laws.
