Abstract:'It is naive to assume that food aid has as its major purpose the alleviation of hunger and poverty' a senior aid administrator in the Reagan Administration recently said. 'To give food to countries just because people are starving is a pretty weak reason.' The current situation in Ethiopia offers an excellent, if tragic, opportunity to examine this policy of the U.S. government in detail.
