Abstract: | This article deals with the settlement of monarchist Watutsi, with a number of Bahutu Monarchists - refugees from Rwanda after the severe fighting between supporters of the ruling Monarchist party and members of the Belgian-inspired Parmhutu party in the beginning of August 1961 - in the Oruchinga Valley in Uganda (Ankole). The first villages were being constructed, after a first stage of resettlement since mid-September 1961, at the end of November 1961. This continued till mid-1962 when changes in policy were made. In 1963 it is proposed to resettle other Rwanda refugees in areas adjoining previous Bakiga settlement schemes at Kahunge in Toro Kingdom and at Nyansimbo in Ankole Kingdom. Despite the immense administrative and agricultural achievement which this resettlement project in the Oruchinga Valley represents, its enduring success is subject to two major hazards: It is necessary to reduce the population in the older villages by 50 percent to avoid soil deterioration; Despite the adequate rainfall in the last two years the long-run level and reliability of rainfall in the valley is one of the poorest in Uganda. |
