Abstract:The author, a World Bank staff member attached to the Eastern African Projects Department, presents the rationale behind the focus on the agricultural sector as the key to economic recovery which is evident in the bank's 1981 report, Accelerated Development in Sub-Saharan Africa: An Agenda for Action'. Sections of this article deal with World Bank experiences in African agriculture, the need to emphasise agriculture, the role of exports, the World Bank and policy reform in agriculture.
