Abstract:This paper presents the findings of the autor's research on the beneficiaries of agricultural extension and of the diffusion of agricultural innovations generally. They prescribe policies and prototype experiments in an effort to ensure a more egalitarian distribution of benefits from extension services in particular and government expenditure to raise rural welfare in general. The paper reports on the findings of a survey among a random sample of farmers in Tetu Division, one of the Special Rural Development Programme Divisions. It then discusses the policy implications of the findings for Kenya and provides practical guidelines for taking action. Notes, tables.
