Abstract:A contemporary public controversy in East and Central Africa focuses on the attire and behavior of African women, what they should and shouldn't wear, what they should and shouldn't do. This paper examines some dimensions of the controversy, not all of which centre on women though they bear the brunt of the attack, and inquires into why urban women, especially the educated woman and the prostitute serve as scapegoats. Sections: A search for self-identity - Authoritarian-puritanical strains - Rejection of changes in women's roles - The urban woman as scapegoat. Notes.
