Abstract:The unusual pattern of educational returns in the Ivory Coast is largely due to its open immigration policies coupled with a gradual approach to the Africanisation of its labour force. The author discusses the way in which Ivorian policies influence the estimation of returns to secondary and university education in the Ivory Coast and presents a modification of the internal rate of return (IRR) methodology to account for the high failure rates and the screening role of the Ivoirian educational system.
