Abstract:The discussion centers on the manner in which development aid is to be organized (not on the amount of aid that is or ought to be made available). Successively is dealt with: Bilateral versus multilateral formulas - Geographic scope or unit of focus - Regional and subregional focus - Global focus. Conclusion: a very critical look at proposals now under consideration (e.g. Pearson Report, Jackson Report, FAO Indicative World Plan), and a willingness to think in radical and innovative rather than moderate reforming terms, may well be in the political and economic interests of both have and have-not states.
