Abstract: | In order to find out whether local communities are really in a position to make recommendations to government as regard natural resources development, a study was carried out in which four important points were considered and investigated: 1) the common people's general awareness of their environment and its resources; 2) their appreciation and assessment of the value and possible uses of each resource element or factor; 3) mann's interaction with the natural environment and the present uses of the resources 4) the capability of the existing local government set up to adequately evaluate and make recommendations about the development alternatives and rational utilisation of the resources.
