Abstract:Although some students of African development have concluded that asset deterioration or blight in tribal areas is a direct result of the lack of a capitalistic spirit among the people, this paper points out that blight is as serious a problem in areas dominated by a capitalistic system as by a traditional one, and consequently the adoption of a capitalistic system's value structure is not in and of itself a solution to the African's blight problem For that purpose the author examines the relationship between property rights and blight in one traditional economy, the Transkei, and then, points out the characteristics of this relationship which are similar to those found in a developed capitalistic economy (the urban areas of the United States).
