Abstract: | Critics have argued that the exercise of the International Monetary Fund (IMF) and the World Bank aiming at salvaging debtridden Third World economies: essentially is directed to maintain an existing economic situation rather than to change it. This paper considers the IMF programme in Africa on its own terms: as a programme which when placed in a given country aims to correct poor judgement and poor planning, and set the course of the financial and economic status of the client. country in good standing. The author argues that the IMF programme of 'adjustment' actually defeats its own purpose, and that it is contrary to its stated objectives. Further this paper ventures on two brief case studies of Tanzania and Ghana, where IMF conditionality is functioning. Attempted is to reach some conclusions on the conceived results. Finally, it is argued that IMF conditionality has a negative effect on the desired process of 'recovery' through expanded production for export, and its concomitant and essential component, the transfer of capital and technology.
