Abstract: | It should be generally recognized that the governments of host countries are the best judges of their development objectives as well as of the methods most acceptable to them to achieve these objectives. Nationalization of foreign private investment and co-operation with the governments of other developing countries which happen to be confronted with similar challenges are entirely within the alternatives available to these economies -whatever the repercussions for their domestic economies or for international trade investments may be. A good example for such policies towards foreign investments and respective intergovernmental co-operation is the case of the foreign-owned coppermining interests in Zambia and Chile. The material presented in this paper describes how Chile and Zambia cooperated in establishing an intergovernmental organization of copper producing countries in an effort to control the world copper market.
