Abstract:This paper demonstrates a method of making cost/benefit recommendations for establishing National Informatics Policies. First, critique of NIPs within a conceptual framework. Then a methodology for analysing informatics problems, applied to East Africa. Based on this analysis, a set of activities for an NIP in Kenya, with estimation of the costs and benefits of the proposed NIP. Bibl., notes tables, figure.
