Abstract:On the one hand an evaluation of the natural and climatological resource base of Transkei reveals that the surface water resources of Transkei are clearly very substantial. On the other hand we have the generalized view that water related problems are key ones for most rural communities. This paper attempts to unravel some of the explanation of this apparent paradox. In doing so, it locates the problems of drought and water provision within the broader political economy of separate Development.
