| Abstract: | Before civil war broke out, there was hardly any economic and social development. Almost all that had taken place was destroyed in the period 1955/1972. Efforts were then made to reconstruct and develop the economy. However, performance has fallen far below expectation. None of the major projects planned soon after the war have been implemented. The major constraints appeared to be lack of physical infrastructure, especially transport, inadequacy of skilled manpower and of financial resources. The South needs a big push. |
