Abstract:The top priorities in assisting African universities should be 1. staff development and bence localization of academic staff; 2. Facilitating research at universities, which is relevant for the solution of important development problems, and 3. providing the services and equipment enabling a self-substained development of the institutions assisted. These objectives can only be achieved by developing a new assistance concept, which takes into consideration, that staff development without supporting postgraduate programmes with a strong rerearch component and institutionalised research co-operation with overseas universities is a rather futile effort. This paper oulines an assistance model, pleading for a integrated development of a university institution at the departmental level. The Agricultural Economics Department of the University of Nairobi serves as an example.
