Abstract: | The Kenya Mission interpreted its brief as covering poverty rather than simply overt unemployment and underemployment. The main recommendations of its report (Employment, incomes and equality, a strategy for increasing productive employment in Kenya, Geneva 1972) are: 1. Population control measures, with increased expenditure on family planning campaigns; 2. A. continued emphasis on rural development, subdivision of large farms and a general redistribution of land towards the more labour-intensive small-scale units; 3. In the area of industrial development a new industrial strategy is recommended, which is to be more export-oriented and less dependent on private foreign investment. Further, emphasis should be put on a sig nificant redistribution of income, as well as on services and small-scale and rural industries. Notes. |
