Abstract: | Key issue in the Usambara Highlands during the German period: the supply of labor and related problems. Examination of the labor conditions, wages, performance and legislation indicates that a variety of labor policies were in effect. Unique aspect of African colonial development in the German sphere was the introduction of Oriental labor to the area. Notwithstanding the efforts of the planters to extricate maximum performance at a minimum cost, the administration's labor policy was remarkably enlightened especially after 1906. The measures to secure an adequate labor supply, e.g. the 'Wilhelmstal system' and other labor legislation, did not materially affect the general situation; several of the plantations suffered from crop losses due to labor shortage. Before a satisfactory labor policy could be worked out, World War I ended the period of German colonization in Africa. Bibl. |
