Abstract:Three main reasons appear to account for the long absence of manpower planning in Nigeria: It does not seem to have been envisaged in 1945 that Development Planning would be continuous; Manpower development involved the expenditure of a lot of mone on educational and training institutions over relatively long periods before any results could be evident; There was at that time little genuine unemployment to attract the notice of economic planners. Developments in recent years have focussed attention on the need for systematic manpower planning and development, emphasized by: Planning to diversify the economy and the need for education and training of local labour. Outward influences have - concurrently emphasized the manpower factor for economic progress. The present article studies the problems of manpower planning in Nigeria. Tables.
