Abstract:The system of migratory contract labour and its effects on Black family life is one of the most emotive and contentious socio-political issues facing South Africa. Criticism of the system has not been limited to opponents of the policy of separative development. Despite these reservations the Govern- ment has over the years perpetuated and rigorously applied its migratory labour policy. The promise that the disadvantages would be reduced to negligible proportions once success with homeland development had resulted in containing the numbers of Blacks in White areas to a minimum, has begun to wear thin. The new solution in official circles envisages the creation of a massive high-speed transport network between the homelands and the labour - intensive White urban industrialized areas. This article contends that economic realities cast serious doubt on this scheme to 'transport away' the problem. Attention is given only to rail transport since bus transport is largely impractical.
