| Abstract: | While there has been appreciable attention paid to housing, however, the national housing policy has inadequately appreciated one important aspect: housing tenure and the effect a given tenure policy could have on the attainment of housing goals. The two major types of housing tenure are rental housing and owner-occupied housing, with minor variants of these two types. This paper seeks to examine and evaluate the tenure policy in the national housing policy and how this affects goal attainment and target efficiency. Ref., tab. |
