Abstract:The history of land control in Calabar is examined as a case study of land policy in a typical traditional Nigerian city undergoing rapid change, with a view to assessing from past experience the prospects for effective urban land control and development in Nigeria. The experience of Calabar is comparable to that of many towns in Nigeria, and it shows clearly that the persistence of traditional ownership and control of urban land is inconsistent with the requirements of modern urban development. What is needed most, however, is not so much a new land law as a new and more efficient system for implementing land legislation. Notes, sum. in French.
