Abstract: | While recognizing and documenting the bases of the claim that macroeconomic adjustment policies have been relatively successful in Uganda, this paper focuses on an area where structural adjustment has been much less impressive, namely, in rehabilitating the agricultural tradables sector. The poor performance of this key sector over the last decade has resulted in the underperformance of the economy as a whole and has had particular consequences for the alleviation of widespread poverty, which remains a major political, social and economic threat to Uganda's future stability. The authors underline the importance of institutional resistance to liberalization as a key factor in the poor recovery of the agricultural tradables sector. Second, they emphasize the problem of measuring success by comparing the behaviour of the main macroeconomic variables alone against either some historical or counterfactual benchmark, or against some measure of the intensity of adoption of liberalization policies.
