Abstract: | Apart from the use of appropriate techniques, the implementation of a programme for the management of pasture land and grazing areas implies the existence of adequate administrative structures. There also appears to be a heed, in the Sahelian and Sahelo-Sudanese zones in particular, for a thoroughgoing reorganisation of technical and administrative governmental structures, including, in particular, the creation of a pastoral service in each country, and a greater clarification of the role of pastoralism and, more generally speaking, that of natural resources, in development, thus calling for pastoral regulations and a law relating to natural resources, at the very least.
