Abstract:After 1948, population policy concerning Alexandra township was characterised by two contradictory problems: to settle the people living in the back yards of Randburg and Johannesburg in the township on the one side, and to reduce the population of the township on the other side. Being a township of family housing, Alexandra contained a large number of people who were not involved in wage work. The solution to the problem was to bulldoze family life from Alexandra and build single-unit hostels, for workers only. Since Alexandra was a released area, where Africans were able to secure freehold possession of property, special legislation was required to render location regulations applicable in places like Alexandra.
