Abstract:Smallholder irrigation projects in Africa are notorious for their low productivity. Some claim that the peasants are lazy, stupid and greedy. Others argue that the incentives are not in fact enough in view of the actual availability of the required resources and the more attractive uses for them open to the peasants. In this paper, based on the example of the Kano River Project, the author argues that there are elements of truth in both views. Ref.
