Abstract:To determine just how novel the model of the Convention is and to evaluate it in terms of its capacity to effect the tasks given it, it is necessary to obtain a Clear understanding of the nature of the defects whose correction called it forth, what led to their development in the first place, and what factors keep them going today. To this end this paper starts with a review in summary form only of the development of the economic order which encompasses the ACP states. This should give an account of the conditions under which those states acquired the structural imbalances in their economies, and locate the Convention firmly within the appropriate historical frame. Against this background the provisions of the Convention on the matter of industrial co-operation are examined and evaluated. Notes.
