Abstract: | The primary purpose of the present paper is to offer a critical multifaceted evaluation of industrial cooperation between the European Economic Community (EEC) and the African, Caribbean and Pacific Group of states (ACPs) under the terms of the Convention of Lomé. The Lomé Convention, or Lomé I, was concluded in 1975, followed in 1979 by a successor agreement, or Lomé II, which runs until March 1985. The analysis is restricted to the industrial cooperation title (Title III) of Lomé I, but the findings are also reflected upon in the light of the Lomé II (Title V) industrial cooperation provisions. The inclusion of a title on industrial cooperation in the Lomé Convention reflects, above all, the ACPs' quest for a more acceptable inter-regional distribution of industry and more effective ownership of industrial resources.
