Abstract: | This article attempts to examine primarily, but not exclusively, the role of Islam in the developmental process in Nigeria with special reference to the Islamic response to Western education in Nigeria and more particularly to the implementation of Universal Primary Education. Before examining in detail the Muslim response to UPE (launched in 1976, to be fully operational by 1980) a brief look is taken at a number of 'theories' advanced by sociologists, political scientists and historians concerning Islam and 'modernization'. This, together with a short historical survey of Muslim attitudes in Northern Nigeria to Western education and influences, provides the background and contest for an understanding of the Muslim response to UPE.
