Abstract: | Explores the extent to which decentralized administration is compatible with national planning in new states and the conditions which will make the two consistent. The author conducted research in Bukoba and Ngara Districts concerning the question whether the transfer of responsibility for the management of primary education to autonomous local governments facilitated or hindered national planning and therefore national integration.
